IP Filter

Hi, I am starting to build my own IP Filter for Windows Server 2003/2008 and Windows XP, Vista and 7. I am doing it in C++ with Visual Studio 2008. I am a bit unsure of how to get the C++ program to interact with the Network card(s) of the PC the program is installed on.
Any help/advice would be greatly appreciated. Any help on even code that will just display traffic and not do any filtering, or links to other posts/forums, or tutorials/video etc would be so greatly appreciated.
