what are some good programs to design games with, and where can i find some code of games and books on them

SDL is quite a good library to create games with. Many X games are open source. The examples to begin with along with some tutorials can be, however, found on libSDL homepage: http://www.libsdl.org/

Games are usually designed using paper and pencil.

You can find books on games in the usual places: Barnes&Noble, Borders, Amazon...

Depends on how advanced you are, at the very bottom end is gamemaker.com for simple 2d games, the high end is learning directx or opengl which is no easy tast. Also to make a game you will need models, textures, maps, code, sound, physics and more. I here theres some pretty good 'source' code flying abot the net .

If you want to make a simple game like tetris or pong you can use the borland tools to do this.
